Agreed. Those types of dogs, along with greyhounds, are bred to be slender for speed but that is a malnourished dog although by the looks of things I'm betting the owner doesn't have the pick of the mill for feeding it

No they don't. The ribs should never be that prominent, let alone being able to see the spine like that. That dog is malnourished.
