                      As someone who knows insurance very well(granted, not the specific policy the universtiy holds), I was considering the possibility. Hail only dents metal. Hail will not cause any roof, especially a metal roof, to leak. Hail will not cause a metal roof to rust. Well, unless the hail is baseball or larger, which it wasn't. If the roof was only damaged by hail, the university should take the actual cash value payment (which should be nice - the roof is only 9 years old with a potential 60 yrs life span) and do something to truly benefit the university/students. However, any future damages to the roof would then become the responsibility of UNI.

                      But then again, there have been some long term issues with that roof. Thus, it would probably be a good thing to replace the roof and potentially stop those dang leaks!

                        You know insurance better than I do, but I'm not sure they could simply take the money to repair the roof and use it for whatever they want. Moreover, if they do, you no longer have an insured roof as you didn't repair the damage already done to it.

                        I'm guessing the reason for the regents request is because of the 100k deductible.

                          Actually I think they wanted the go ahead to start spending beyond the 100K and the advance from the insurance company, with the understanding that they will get the money back after the insurance claim is settled.

                            Once the ins company makes the payment, it is up to the insured to make the decision on what they want to do. There is (very likely) no requirement in the policy to make the repairs. However, as I stated, any future issues with the roof become the responsibility of the university. In a sense, the roof itself is no longer insured.

                            This is not something that I generally encourage. If the roof was not leaking, I'd probably be very much in favor of it. However, with the issues the roof already has, replacement is a good (lucky) thing.

                            Granted, I never understand why people replace metal roofs/siding damaged by hail.... small dents do not affect the functionality of the roof itself.
