There are a few logical things I see as ways to slow down the transfer portal.

    1. As mentioned earlier college athletes will have to be treated as employees, and receive a compensation package, this would include their scholarship, room and board, meal plan, and whatever money the colleges want to pay towards them attending their school.

    2. To do this I would guess that some sort of contract will have to be signed. Yes in the past they have signed a letter of intent, but that really isn't a contract for what they are to receive.

    3. With these contracts I would let schools offer different lengths that the student is required to be part of the program, and what the buy out is for leaving early to play for another school. So maybe UNI and SIU both offer a prospect a contract that is full ride tuition, board, meals, and $12,000 a year, but UNI is a 2 year contract, and SIU is a 3, if a player thinks that they will be able to transfer up they would want the 2 year option.

This is just my idea, I am in no way saying it is perfect, but I do think the portal needs to be slowed down a bit, but part of that includes athletes having a legitimate view of themselves, and where they belong.

One other thing that was brought up when talking with a co-worker, he mentioned how UNI used to get much higher caliber drop down recruits from the FBS level, because they could come to UNI without sitting out, now that they are able to transfer without sitting out they haven't got the same talent in their transfers.
