They way it worked last year is you can buy a $5 add on app that is good for one year (at least on the Play store). This is in addition to the regular sub cost. I did not end up buying the phone app last year, so have no first hand knowledge.
I did manage to hack the PC version onto a Galaxy Nexus once or twice last year. The results were so-so, mostly because I was in the tech hinterlands at the time, with crappy data access.
